Gluckstadt creates new fund, moves $2.33 million BCBS grant for park project

The Gluckstadt Board of Aldermen on June 9 approved a resolution amending the FY26 budget to establish a new fund and bank account for a $2,331,907 grant from the Blue Cross & Blue Shield of Mississippi Foundation and to transfer the grant proceeds out of the General Fund into the newly created Gluckstadt Park Phase II Fund.
City Clerk Lindsay Kellum explained the amendment is intended to separate grant proceeds for administration, auditing, and project tracking. The action follows a consent-agenda item to open the new account and transfer the grant funds.
The motion to approve the consent agenda and the budget amendment was made by Alderman Jayce Powell and seconded by Alderwoman Miya Warfield Bates; the board recorded unanimous approval. The board also authorized staff to create the separate bank account for the grant and proceed with required grant administration and audit procedures.
The board additionally approved a retroactive payment of $960.00 to an Architectural Review Committee member and made appointments for the Mississippi Municipal League convention; those items were part of routine administrative business discussed during the same session.
Next steps: staff will establish the new fund and bank account and proceed with project tracking and grant reporting procedures required for the Gluckstadt Park Phase II project.
