Gluckstadt accepts MOSTF grant, authorizes park grant application and adopts parental leave; hires approved in executive session

At its April 14 meeting the City of Gluckstadt’s board approved several administrative actions: acceptance of a Mississippi Outdoor Stewardship Trust Fund (MOSTF) grant, authorization to apply for a potential Blue Cross Blue Shield Foundation park grant, adoption of a parental leave policy, and personnel hires announced after executive session.
The board voted unanimously to accept the 2025 MOSTF grant award, authorize issuance of a Notice to Proceed and to establish a new bank account to segregate and manage grant funds. City staff said a separate budget amendment will be required to transfer the funds after the new account is established.
The board also authorized staff to apply for a Blue Cross Blue Shield Foundation grant to assist park development; staff reported the Foundation has indicated potential interest in donating up to $2,000,000 with no required local match. The authorization was granted by unanimous motion.
On personnel and benefits, the board amended the compensatory time cap from 50 to 75 hours and adopted a City parental leave policy granting six weeks of paid parental leave to eligible employees, concurrent with FMLA. Both policy changes were adopted by recorded votes.
The board entered executive session to discuss personnel for Public Works and Police and a potential real estate transaction. In executive session the board voted to hire Darrance Jones as Maintenance Worker II at $17 per hour (with benefits) and to hire Bobbie Herron as a Police Officer at an annual salary of $52,000 (contingent on required background checks and exams); both hires were publicly announced upon exit from executive session. The board scheduled a site visit for the potential real estate transaction and requested further information at the May meeting.
Next steps: staff will set up the new grant account, process the FY26 budget transfer at the next budget amendment, proceed with the BCBS grant application if invited, and complete onboarding requirements for the new hires.
