Gluckstadt board approves up to $52,864 to close funding gap for Arrington Lake dam repair

The Mayor and Board of Aldermen of the City of Gluckstadt voted April 14 to appropriate up to $52,864 to close a funding gap for repairs to the Arrington Lake dam.
Mary Clark, representing the Arrington Homeowners Association, told the board the project’s estimated cost is approximately $406,080. She said $263,952 of that amount is expected to come from a Mississippi Department of Environmental Quality (MDEQ) grant, the association has contributed roughly $80,000, and the city had previously committed $52,500, leaving a shortfall of about $52,864. Legal counsel advised the board that public funds may be used to improve private property if the board finds a public benefit — in this case, flood prevention and community flood relief.
Following discussion about engineering changes, grant requirements and county assistance, Alderman Taylor moved to appropriate up to $52,864 contingent on a formal finding that the project provides public flood-relief benefits; Alderman Powell seconded. The motion carried 4–1, with Alderwoman Jessie Campbell recorded as voting no.
City attorneys noted supporting engineering documentation indicates the dam provides flood relief beyond the immediate subdivision. The appropriation is contingent on the board completing the required public-benefit determination and will be subject to any grant and reporting requirements associated with the MDEQ funding.
Next steps: staff will finalize documentation of the public-benefit finding and coordinate with the MDEQ and Madison County on any additional funding options and reporting obligations. The board did not set a revised project timeline during the meeting.
