Gluckstadt aldermen approve budget amendment, public-works and planning measures; rescind fireworks vote
Summary
The mayor and board approved a FY26 budget amendment, several planning and public-works contracts, personnel pay adjustments and festival contracts; they also rescinded a January fireworks ordinance vote. A 4–1 split marked approval of Germanfest contracts.
The Mayor and Board of Aldermen of Gluckstadt met on Feb. 10, 2026, and approved a set of budget, planning and personnel items while addressing festival contracts and a previous fireworks ordinance vote. Mayor Walter C. Morrison called the meeting to order and the board recorded attendance and staff present.
Alderwoman Miya Warfield Bates moved to amend the FY26 municipal budget to reflect recent personnel hires, newly awarded grant revenues (including the Mayoral Health Council and an America250 documentary project) and to add Madison County road funding for previously approved street improvement projects; the motion, seconded by Alderwoman Jessie Campbell, carried unanimously. The board received monthly budget reports and bank reconciliations for review.
On economic-development matters the board considered a request from Hunter Engineering Company for an ad valorem Freeport inventory tax exemption. An initial motion to grant a three-year exemption failed for lack of a second; the board then approved a one-year exemption contingent on amending the application date, on a motion by Alderman Chip Williams seconded by Alderwoman Campbell.
Planning and zoning actions included designating the Building Official as the authorized official to issue Certificates of Occupancy (with the Planning and Zoning Director authorized to act in the Building Official's absence), approval of the Hartley Equipment site-plan amendment to add fencing and landscaping, authorization of a limited permit to allow exterior brickwork at 110 Gluckstadt Road to prevent structural damage, and a resolution setting the Architectural Review Committee regular meeting date to the third Tuesday of each month. All planning items were approved by unanimous vote.
Public Works contracts approved included engaging McMaster & Associates to survey portions of the city's corporate limits to clarify signage and jurisdictional boundaries and awarding McMaster an engineering contract for the City Park project that will proceed through the MOSTF grant process. The board also approved a revised plat for Kayo Place subdividing a previously approved lot into five separate lots.
The board approved Police Department pay adjustments intended to remain competitive with surrounding municipalities, including a 5% base salary increase for Police Chief Barry Hale effective March 13. The board also approved K9 training for Officer Huff.
In closed and executive sessions the board considered personnel, real estate and litigation matters. The board approved an amended work schedule for Interim Planning & Zoning Director Mike McCollum and a $5,000 pay raise for Building Official Christian Hall for completing required certifications. The board directed city attorneys to continue working on a dispute with Madison County involving road funding and authorized filing a notice of intent to sue if necessary.
Returning to open session, the board voted to rescind the Jan. 13 vote on a fireworks ordinance; the rescission passed 4–1, with Alderman Chip Williams casting the sole dissent. The meeting concluded after routine administrative items and adjournment.
