The Town of Urbanna on July 9 approved an administrative-management support contract with LFI, a consultant (John Edwards) the council said will help recruit a town administrator and provide limited advisory work.
Council members said the town needed outside help to find a candidate with zoning and municipal experience and noted that the consultant has prior town‑manager experience. Speaker 2 described the engagement as a search and limited project work and said Edwards had been efficient and had done zoning work for the town previously.
Speaker 2 moved to adopt the contract with LFI; the clerk called a roll‑call vote that recorded present/absent members and recorded yes votes from those present. Supporters said the contract reflected the best fit among several proposals and that price was not the only factor in the decision.
Several members asked for transparency about the consultant’s invoices; the clerk said itemized invoices are in the meeting packet online and available at the office. The contract will be overseen day‑to‑day by the town administrator (Robbie) and reported to the council.
Next steps: the clerk will implement the contract and the consultant will begin recruiting and limited consulting work as described in the contract approved by the council.
