Board signs off on multiple facilities moves, approves Bellevue construction manager 4-1 amid transparency questions

Under information items, the superintendent outlined change-order reconciliations for district construction projects, including a $26,565.46 deductive change order for a districtwide auditorium lighting upgrade and other reductions. The superintendent reported two unused-funds deductive change orders totaling $420,773.07 and $415,480.38 that will be returned to owners under the district's GMP delivery method.
The board later approved routine consent items and several procurement actions: rejection of RFP 4123 (water softeners for food service) because proposals were nonresponsive; an additional $1,000,000 expenditure under existing TIPs/alternate contracts to furnish South Marion High School's added third floor; and renewal of bid 4009GM for carpet and vinyl flooring supply and installation.
On the Bellevue Elementary replacement project (26-100), the board considered a professional services selection recommendation that would allow the district to negotiate a contract with Ausley Construction as construction manager. Board member Campbell announced she would vote against the recommendation. Board member Nancy Thrower raised concerns about how the selection paperwork was presented (small print and initials rather than full names on the selection committee list) and questioned whether oversight committee members should also serve on selection committees; she called for greater transparency in documentation. Other board members supported the local firm selection and cited community benefits.
The motion to approve the recommendation passed 4-1.
Additional procedural actions included approving the annual contractor prequalification (with Dr. Allison Campbell recusing from that vote) and an amendment to the central office staffing plan to add a Title IV-funded resource teacher and a district-based nurse funded by health department dollars.
The board adjourned at 6:36 p.m.
