Budget committee amends and advances multiple bills; several measures postponed for more work
Summary

Beyond the headline items, the Committee on Budget took action across several other measures:
- Bill 33 (Parks Maintenance and Recreation Services Revolving Fund): Councilmember Tupalev’s bill was discussed with Parks Director Laura Thielen; the committee amended the bill to the posted CD2 and postponed further action to a date determined by the chair to allow additional edits before third reading.
- Bill 49 (alternate TAT allocation): The chair recommended holding Bill 49 and moving forward with Bill 44; Bill 49 was postponed for further work to reconcile language and allocations.
- Bill 50 (Land Conservation Fund cleanup): Councilmember dos Santos Tam proposed consolidating an inactive Land Conservation Fund (about $220,000) into the Clean Water and Natural Lands Fund; BFS supported this cleanup and the committee reported the bill out for passage on 2nd reading.
- Bill 67 (real property taxation): BFS strongly opposed the bill citing long-term market distortions and asked for a permitted interaction group; the chair postponed action.
- Bill 68 (real property tax credit income measurement): BFS opposed the proposal on administrative and revenue-uncertainty grounds, but the committee reported the bill out for 2nd reading and scheduled a public hearing and follow-up meeting between the chair and BFS.
