Saint Clair County Commission authorizes RFQ for Safe Streets for All safety plan

The Saint Clair County Commission voted May 26 to issue a request for qualifications for a consultant to develop a Safe Streets for All plan for the county.
Clay Phillips, speaking in his role as county engineer, told commissioners the consultant will "come up with a comprehensive safety plan for Saint Clair County" by identifying high-crash locations across county- and municipal-maintained roads and recommending targeted countermeasures. Phillips said the grant allows the county to include up to 10 demonstration projects to test temporary countermeasures before pursuing larger capital projects.
Commissioners asked whether the program can include municipal roads; Phillips and the attorney clarified the RFQ can cover county and municipal roads but not state-maintained highways. The commission approved a motion to send out the RFQ and seek a consultant to handle planning and design work for the Safe Streets for All application.
The consultant will evaluate intersections and corridors, propose low-cost demonstration countermeasures (for example, temporary lane markings or bollards), and recommend projects that would most reduce crash risk. Commissioners directed staff to draft the RFQ and return with consultant recommendations, and they discussed timing to ensure the RFQ and any demonstration projects align with grant application guidelines.
