St. Clair County approves road-inspection agreement, intersection study grant application and awards equipment storage building

The commission approved a $52,000 FY26 agreement with 1st Step Data Stream for road-inspection services, which staff said will cover roughly 670 miles of county roadway. County engineer (speaking at the meeting) described the work as an important planning and grant-support step.
Commissioners also approved applying for a Regional Planning Commission (RPC) grant — described at the meeting as an “Apple” grant — to study relocating the Sandy Road and Argo Margaret Road intersection. Staff said the total study cost is $74,920.27, with St. Clair County’s required local match listed at $14,984.05; the commission approved providing the county share.
Separately, the commission accepted a recommendation to award Public Works Bid 2026-35 for an equipment storage building to Jones Contracting for $275,697. County staff described the project as a steel building intended to house construction and road department equipment.
Public works also reported no timely bids for the Wolf Creek cleanup contract (Public Works Bid 2026-25); commissioners authorized staff to negotiate procurement and solicit quotes from contractors who attended the pre-bid meeting, with concurrence from the NRCS.
Why it matters: The inspection contract and grant study are tied to longer-range resurfacing and safety decisions and to federal grant eligibility for certain roadway standards. The awarded building will provide enclosed storage for county equipment, a capital investment the commission described as necessary for maintenance operations.
