Council authorizes up to $100,000 change order for Fairgrounds culvert work; project may exceed DNR ARPA grant

The City Council on July 13 authorized change order number 2 with Sam Gaines Construction LLC for the Fairgrounds culvert replacement project and related excavation at the west end of Lakeview Lake.
Staff said the Department of Natural Resources (DNR) has approved using up to $100,000 from the ARPA stormwater grant for additional excavation work intended to deepen and reshape the west end of Lakeview Lake. The staff presentation noted the $100,000 is a maximum not-to-exceed amount for the excavation work; whether that will result in 100 truckloads or 200 truckloads depends on the final game plan and the contractor’s output.
Staff reported the change orders on multiple ARPA stormwater projects have accumulated and warned the total may exceed the grant maximum. To address the anticipated shortfall, staff proposed transferring $550,000 from the Capital Improvement Sales Tax Fund, noting the city has sufficient balance and that about $181,000 of that transfer was already earmarked for paving projects that would have been paid from the same fund.
On technical questions, staff said conservation staff recommended a target depth of about five feet in the west end to address algae problems; the culvert itself remains mostly submerged and excavation is intended to create more defined pool depth and reduce silt accumulation that can block the culvert. Staff said Sam Gaines Construction — the contractor that did nearby East Anderson Street work — would perform the change-order work and the city has the permits required to proceed.
Council voted to authorize the change order and instruct the city manager to execute it. Staff said the total project cost after the change order would be approximately $339,727.16 and that the additional work will be pursued while finalizing the exact excavation plan.
