Council debate over councilmember chairing planning commission prompts member to offer to step down

A dispute about governance and staff direction surfaced during Pine City’s July 1 council meeting when staff reported concerns about a council member serving as planning‑commission chair.

City staff said the arrangement sometimes led to staff perceiving direction coming from one council member rather than the full council or the city administrator as the organizational chart and code of conduct prescribe. The staff member asked council to consider whether council members should serve as chairs of advisory bodies because “staff takes it as direction” regardless of disclaimers, and because the practice risks confusing lines of authority.

Council members debated precedent, practical considerations and the availability of citizen volunteers to serve as chair. One council member, who had been serving as planning‑commission chair, told the council he would step down from the chair role in response to the concerns and the public discussion. The same member said the decision to serve as chair had been the will of the planning commission when the vacancy arose and apologized for any offense caused by past interactions.

Council directed staff to bring options back to the next meeting and asked planning to look for a non‑council chair candidate. Staff also announced plans to schedule a work session on open‑meeting law and the code of conduct so council and staff can discuss expectations and communication procedures.

Next steps: planning will be asked to nominate a civilian chair where possible; staff will return with examples from comparable cities and the council will discuss a formal policy if warranted.
