Hickman votes to renew LARM insurance‑pool membership with three‑year discount

City Administrator Kelly presented Resolution 2026‑04 asking council to renew Hickman’s interlocal membership in the League Association of Risk Management (LARM). Kelly explained that an audit of replacement values and addition of recent capital projects increased the city’s base premium projection from about $178,000 last year to roughly $203,000 this year.

Kelly told the council that LARM offers contribution‑credit options and that a three‑year commitment qualifies the city for a 5% discount on most coverage categories. “With that 5 percent 3 year discount though, you do have the option to vote with this resolution, to retain a member for an additional 3 years,” Kelly said, adding that the discount brings the estimated total down to about $166,000.

Councilmember Norm (mover) put forward the motion to approve Resolution 2026‑04 with the 3‑year/5% option; Wagner seconded the motion. The clerk called the roll and the motion passed by unanimous vote. Council members discussed the benefits of the pooled approach and noted Hickman’s lower exposure because the city contracts with Lancaster County for law enforcement and relies on a rural fire board for fire protection.

Next steps: staff will execute the renewal and continue to monitor insurance options; the resolution will return for future annual consideration if council wants to change commitment length.
