Council approves several grants, ECAT upgrade funding and a $720,000 design contract

On the consent/ordinance calendar the council passed: an appropriation of $189,868 for a 2026 insurance-fraud prevention authority grant; an appropriation of $405,899 for a 2026–27 auto-theft prevention authority grant; and an appropriation of $500,000 to upgrade the Erie Center for Arts and Technology (ECAT) as a sub‑grantee under the Pennsylvania Redevelopment Assistance Capital Program (RACP). Vote tallies were recorded in the minutes and read on the record by the clerk.
Separately, the council considered a separated contract (item 5 under contracts) to award HHSDR of Sharon, Pennsylvania, $720,000 for design services for phase 2 of the public‑safety facility for the Department of Public Works. That contract was the only separated item called out for discussion; the record shows the item passed after a roll-call vote.
Other routine resolutions included updating the record to reflect a change in scope for a fire-engine roof replacement (increasing the contract to reflect additional deterioration discovered) and approval of a historic designation for the former William and Mary Spencer House at 519 West 6th Street.
