Residents press Sullivan County commissioners for budget scrutiny, tax relief and officer benefits

During the public-comment period at the July 16 Sullivan County Commission meeting, several residents urged commissioners to scrutinize the general budget, prioritize funding for social services and protect public-safety benefits.
Joshua French (S10), a Kingsport resident, said the meeting included two funding resolutions and the first reading of the county general budget and asked commissioners to "move past the vice of rhetoric and focus squarely on what is best for the citizens of Sullivan County and Bristol and Kingsport." He cited comparative figures for department spending and said the budget presented appeared to contradict principles stated at a prior meeting.
Fredonne McLellan (S12) recounted her husband's long service with the sheriff's office and described traumatic incidents he experienced while on duty. McLellan asked the commission to preserve retirement benefits and pay for officers, saying the loss of higher-income retirement years could force some officers to seek minimum-wage work.
Jay Poloff (S13) urged the county to examine the statutory option used in neighboring Washington County to freeze property taxes for qualifying seniors, citing income limits and asking the commission to explore protections for vulnerable residents.
Victoria Melshunt (S11) described the budget debate from the perspective of working residents on fixed incomes and urged caution before raising property taxes; she also called for review of sheriff and jail budgets and for attention to rural road maintenance in her part of the county.
Several commissioners acknowledged the comments and asked county staff for additional budget detail; commission leadership scheduled a July 30 public hearing and special call meeting to advance budget consideration.
