Planning commission backs rezoning of 303 South Ottawa Street to allow lot consolidation and parking

The Joliet Planning Commission voted unanimously on June 18 to recommend approval of Z-2-26, a reclassification of 303 South Ottawa Street from R2 (single-family residential) to R3 (one- and two-family residential). Staff said the change would allow the owner, Garcia Real Estate LLC, to consolidate the vacant 40-by-150-foot lot with the adjacent parcel at 301 South Ottawa Street and install additional off-street parking for the residential units.
In a staff report, the planner said the two lots are already treated as a single parcel for zoning purposes because both are undersized for their districts and that the change would not alter current land use. The report noted 301 South Ottawa Street contains multiple residential units and that the owner proposes adding roughly seven to eight parking spaces on the 303 lot; a building permit and a Will County lot-consolidation process will be required before any parking is installed.
The applicant, Thomas Garcia, was sworn and told the commission he seeks the rezoning to provide more parking for the units at 301 South Ottawa Street. "Just trying to get off your parking for you guys," he said during his brief remarks.
A motion to recommend approval was moved and seconded and carried by roll call. Commissioners voting Aye were Hammock, Leon, Martin, Radakovich, Turk, Ullitz, and Chairman Cox; there were no recorded no votes or abstentions. Staff said the item will be forwarded to the Joliet City Council with a recommendation of approval and that the staff planner will notify the applicant of the council meeting date.
The commission’s action is advisory; final approval rests with City Council. The staff report and the requirement for Will County lot consolidation remain prerequisites for any subsequent parking or accessory-structure permits.
