Zoning board recommends approval for UCP administrative offices at 317 South Reed Street

The Joliet Zoning Board of Appeals voted unanimously on July 16 to recommend that city council approve a variation of use allowing the UCP Center for Disability Services to use 317 South Reed Street for administrative offices.

Staff told the board that petitioner Brian Patel, representing UCP, purchased the property in May 2026 and that the site is immediately adjacent to the UCP campus at 311 South Reed Street. Staff said the proposal would limit activities at 317 South Reed to administrative functions only, involve no client services or programming, and cap on-site staff at about eight. The staff report included a plat and floor plans and recommended conditions: maintain the residential exterior and interior layout, limit the use to office functions, prohibit exterior signage inconsistent with the neighborhood, and a rehearing and potential revocation if the property is declared a public nuisance.

Brian Patel, sworn for the record, thanked staff for a "very detailed and thorough" report and confirmed the applicant met with the Reedwood Neighborhood Community Association. Reedwood residents voiced support at the hearing; Gianna Barone, co-chair of the neighborhood group, said she collected letters from about 30 residents and urged the board to approve the petition so the vacant, deteriorated house could be rehabilitated and made productive for the community: "Please vote yes for his petition. Approving this zoning change lets us turn a long neglected, previously squatted-in home into a safe, productive office space for UCP."

A motion to recommend approval passed on a unanimous roll call. The board will forward the petition with staff-recommended conditions to city council; the staff planner will inform the applicant of the council meeting date.

Action: petition 202629 will proceed to Joliet City Council with a recommendation of approval.
