Staff (speaker 2) told the board the multi‑phase project began with a $7.5 million estimate years ago and has been increased over time — including to $9 million — because of permit changes, scope adjustments and added work (for example, water‑main work needed to feed the treatment plant). EFC counsel asked the town to update its bond resolution to reflect the maximum cost of the project in order to remain eligible for subsidized EFC financing, even though some costs will be covered by grants.
Moderator (speaker 2) said the town has $1.1 million in federal Clean Water Act grant funding obtained with assistance from Congressman Ryan and that the EFC requirement is standard for projects financed through that agency. The board agreed to schedule a public hearing and publish the statutorily required notices for a hearing at Town Hall on Aug. 11 at 7 p.m.
What happens next: The clerk will publish notice of the hearing and the board will take public comment on Aug. 11; staff said board members will be available to answer detailed questions about grant application status, design changes and the updated engineer estimate.
