Council approves design review at 186 Prospect and places paramedic parcel tax on Nov. ballot

At its July 9 meeting the Ross Town Council recorded several formal actions.
• Consent agenda: Council approved the consent agenda items a–g on a single motion; the measure passed unanimously.
• 186 Prospect Drive (Resolution 2638): After a staff presentation and brief council questions about construction traffic management and cross‑jurisdiction coordination with neighboring San Anselmo, councilmember Roberta (staff presenter) recommended approval. Councilmember (mover) moved to adopt Resolution 2638 approving design review, a nonconformity permit and a variance for 186 Prospect Drive (project includes a pool, spa, outdoor kitchen, walkways and driveway widening with revised plans removing a proposed fireplace). The motion was seconded and the resolution passed 5–0.
• Ross Valley Paramedic Authority parcel tax (Resolution 2637): Staff presented recommended ballot language to renew the RVPA parcel tax for four years (2027–2031) and requested consolidation with the Nov. 3, 2026 statewide general election. The proposed measure would levy up to $107.50 per residential unit in year one and allow adjustments of up to $4 per year; annual adjustments would be confirmed by each member agency’s governing body. The council moved to adopt Resolution 2637 calling for the election and consolidation; the motion passed 5–0.
Votes were recorded with the council members present and voting in favor: Mayor Julie McMillan; Mayor Pro Tem Robbins; Council member Kercher; Council member Dowling; Council member Salter. No negative votes were recorded on these items.
Staff will implement the adopted resolutions and proceed with the procedural next steps (ordinance/resolution filings with Marin County elections for the parcel tax and post‑adoption actions related to the 186 Prospect project).
