River Ridge approves irrigation repairs, terminates Laz’s Lawn contract and hires GulfScapes

The River Ridge board on Nov. 19 approved multiple maintenance and contract changes, including an irrigation repair change order and a replacement landscape contractor.
District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project and additional ancillary irrigation costs from Irrigation Concepts: $4,002.50 to repair damaged wiring and about $1,300 each to raise seven to eight irrigation heads. On motion by Kurt Blumenthal, seconded by Bob Schultz, the board approved the Irrigation Concepts change order in a not-to-exceed amount of $15,000.
Separately, Mrs. Adams recommended terminating the Landscape Service Agreement with Laz’s Lawn Service, Inc. because of poor performance and engaging GulfScapes Landscape Maintenance Services. GulfScapes’ proposal totaled $58,500, roughly $13,000 above the $45,000 budgeted amount; the board approved terminating Laz’s Lawn and engaging GulfScapes effective immediately on a motion by Kurt Blumenthal, seconded by Bob Schultz. The board discussed using unassigned funds and withheld payments from Laz’s Lawn to offset the additional cost.
Staff will finalize work authorizations for the gatehouse and monument projects, and Mr. Krebs will finalize billing rates before sending agreements to the district manager for execution.
