Resident raises water-intrusion concerns; CDD approves drainage easement and emergency street sweeping

An Oak Run resident, Lynde Sorensen, told the River Ridge board on Oct. 22 that water had intruded under her home's slab, buckling wood flooring and producing elevated moisture and mold. Inspections cited a floor warranty issue and high moisture; staff and consultants did not conclude the water source, but Sorensen said ponding at the back of the unit had submerged underground downspouts.
Mrs. Adams responded that installing drain tiles is an HOA matter, not the CDD’s responsibility, but Sorensen asked the CDD and HOA to work together to find a solution. District engineer Charlie Krebs noted that drainage was not originally installed because the parcel was an indigenous preserve and later rezoned to Club land, and he described where drainage features exist nearby.
Separately, staff presented a draft blanket Grant of Easement for drainage from PSGRC to RRCDD that can be reused with specific sketches and legal descriptions added for each instance. The board approved the proposed Grant of Easement and Mr. Krebs said he is working on two additional drainage easements (Seaside II and Golf Course area) and will forward them to counsel when complete.
The board also received a Premier Lakes update: Mr. Kurth reported lake conditions were generally good after the storm, though one nano-bubbler needs repair. For storm clean-up, Precision Cleaning, Inc. was authorized under emergency approval; Mr. Willis said eight loads of debris were removed and eight passes completed. The board approved a one-time $1,475 payment and authorized additional week-to-week cleanings for the next month if needed.
Mark Zordan reported the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 annual report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1 filing deadline. Staff will continue monitoring sampling requirements that may change under future permits.
