River Ridge CDD adopts FY2024/25 budget and approves special assessments

The River Ridge Community Development District Board of Supervisors adopted the fiscal year 2024/2025 budget and approved a special‑assessments resolution during its Aug. 27, 2024 meeting in Estero.
District Manager Chuck Adams alerted the Board that the budget packet in the agenda contained scrivener errors. Supervisor Kurt Blumenthal called out a needed correction to the description for "Street sweeping," and the Board amended the document before taking a vote. Mrs. Cleo Adams opened the required public hearing; no property owners or members of the public spoke.
On a motion by Supervisor Blumenthal, seconded by Supervisor Robert Twombly, the Board adopted Resolution 2024‑07, "Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025," as amended. The motion passed "with all in favor." The resolution sets the district's annual appropriations for the coming fiscal year and authorizes budget amendments as needed.
Immediately after the budget vote, District Counsel Tony Pires recommended opening a public hearing on the assessment roll. The Board opened and closed the hearing with no public comment. The Board agreed to remove all references to "Exhibit B" from the resolution language and, on a motion by Supervisor Blumenthal seconded by Supervisor Twombly, adopted Resolution 2024‑08, "Making a Determination of Benefit and Imposing Special Assessments for Fiscal Year 2024/2025," as amended. That motion also passed unanimously.
Both votes were recorded as "with all in favor". Supervisors Terry Mountford, Kurt Blumenthal, Robert Twombly and Bob Schultz (attending by telephone) voted yes; no nay votes or abstentions were recorded. The budget adoption implements appropriations for the period Oct. 1, 2024, through Sept. 30, 2025, and the assessment resolution certifies the assessment roll for collection and enforcement.
The Board noted the required publication and posting steps for budget and assessment documents and moved on to other agenda items.
