River Ridge CDD appoints Keith Merrill to vacant seat and elects officers

At its Oct. 22 meeting the River Ridge Community Development District appointed resident Keith Merrill to fill the vacant Seat 1 (term to Nov. 2026), administered the Oath of Office and unanimously adopted Resolution 2025-01 electing board officers.
The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to fill the vacant Seat 1 and adopted Resolution 2025-01 to elect and remove officers.
Bob Schultz, chair, nominated Merrill to the seat, noting his long service on local homeowners association boards. "On MOTION by Mr. Schultz and seconded by Mr. Twombly, with all in favor, the appointment of Mr. Keith Merrill to fill Seat 1, was approved," the board recorded. Cleo Adams, the district manager and a notary, administered the Oath of Office to Merrill immediately after the appointment.
The board then considered Resolution 2025-01, which Mr. Kurt Blumenthal introduced to elect officers. As nominated, the resolution confirmed Bob Schultz as chair, Terry Mountford as vice chair, Kurt Blumenthal and Robert Twombly as assistant secretaries, and newly appointed Keith Merrill as an assistant secretary; it removed James Gilman as an assistant secretary. On a motion by Blumenthal, seconded by Mountford, the resolution passed unanimously.
District counsel Tony Pires and Mrs. Adams reviewed required filings and training for newly seated public officers, including state ethics training, Form 1 disclosure instructions, the Sunshine Law and Form 8B conflict reporting. Mrs. Adams told the board she will provide materials and that staff will administer any additional required oaths at upcoming meetings.
The appointment fills Seat 1 through November 2026. The board took the action by unanimous vote and recorded the appointments and removals in Resolution 2025-01.
