Sedan council approves Christmas parade route, asks staff for new Main Street lighting quote and holds executive session on police chief

The Sedan City Council on Nov. 18 approved a new route for the city’s Christmas parade set for Dec. 6, 2025, and asked staff to obtain a new quote to replace Main Street lighting after a resident raised concerns about dark conditions at night.
Resident Tim Nordell told the council that lighting down Main Street is inadequate for foot traffic after dark. "The lighting down Main Street after dark with all the foot traffic" was raised as a safety concern, Clerk Lana Smith told the council that she had obtained a prior quote from Caney Valley Electric in April for about $9,000 to replace the lights and the council asked staff to contact Caney Valley Electric for a new quote.
Police Chief Kirk Richardson presented the proposed parade route; the council approved it during the staff reports. Clerk Lana Smith also provided the BAF155T report showing the budget balance.
The council moved into an executive session under K.S.A. 75-4319(b)(1) to discuss terms and conditions of employment for nonelected personnel, specifically to consider retention of Police Chief Kirk Richardson. Council member Angela Evans made the motion to enter executive session, seconded by Kathy Miller; the meeting resumed at 5:45 p.m. and the minutes state that no decisions were made during the closed session.
The council opened and closed routine business during the meeting, including amended-agenda approvals and routine motions to accept minutes and pay bills totaling $36,686.32. The meeting adjourned at 6:20 p.m.
