Sedan council approves routine payments, equipment repair and event closure; tables employee handbook and environmental code

The Sedan City Council met Aug. 20 and took a series of routine operational actions while tabling two items for later consideration.
The council approved payment of bills totaling $63,602.11. Council also authorized purchasing a rear brake caliper for the city roller at a cost of $683.16 after Public Works employee Jim Miller reported the existing caliper was destroyed; Janice Fine moved to purchase the part and the motion carried. The council approved converting the city's summer help to an internship at the same rate of pay on a motion by Adam Clark and a second from Angela Evans.
Lana Robinson, city clerk, presented financial figures and advised the council to watch general funds, which she said were about 80% used. Robinson said she had contacted KDOT to clarify whether the state or the city must replace Main Street sign posts after receiving two bids for sign replacement.
On a separate public-safety item, the council discussed a dangerous culvert near the pool. Robinson reported the city attorney advised that, once the city is on notice of a hazardous condition, the city has a duty to take reasonable steps to protect the public; the attorney recommended installing reflectors or a guardrail. Public works suggested temporarily closing parking from the pool entrance to the rodeo arena if reflectors are insufficient; staff will check reflector costs and begin with that remedy.
The council approved a street closure requested by SAEDC for a family carnival fundraiser planned on Oct. 24, 2024, on S. Chautauqua Street (Adam Clark moved; Angela Evans seconded). Fire Chief Shawn Bulter reported he received a responsive bid from Rocking W Fabrications for welding work on the department's training building; the council approved the three-phase $4,650 contract on a motion by Janice Fine and a second from Angela Evans.
Councilmember Angela Evans moved to table an employee handbook update; Adam Clark seconded and the motion carried. The council likewise tabled Ordinance No. 948 (Environmental Code) on a motion by Evans and second by Kathy Miller. At 7:00 PM the council entered executive session to discuss non-elected employees (Raven Darnall, Nancy Crawford and Lana Robinson individually), extended the session, then resumed at 7:50 PM with no action taken; the meeting adjourned at 7:50 PM.
