Nacogdoches council approves infrastructure contracts, consultant selections and compliance agreements

The Nacogdoches City Council on a unanimous vote approved a slate of construction contracts and professional services and adopted finance agreements aimed at improving tax compliance for hotels and short-term rentals.
Council approved a professional services agreement and a separate audit/compliance services contract intended to help the city identify and collect hotel-occupancy and short-term rental taxes. Kevin Sardino, assistant director of finance, said the platform will offer electronic filing, customer support and analytics and is intended to increase compliance with existing tax obligations: "This contract is gonna allow us to offer a more streamlined experience for all taxpayers," he said, adding staff expects greater compliance from short-term rental operators on online platforms.
On capital projects, the council approved the low bid for the Summerhill Drainage Improvements project (CIP D1-24-101). Case Opperman, director of public works and city engineer, told the council Summerhill Subdivision "has virtually no storm drainage infrastructure" and cited past street flooding and property damage; the contract award will allow the city to move the long‑planned project into construction. The item is funded from the city bond program.
Council also approved a developer reimbursement agreement with MUM Investments LLC for up to $90,707 to extend approximately 460 linear feet of 6-inch sanitary sewer to serve the new Rock Haven Nursing Home and an adjacent senior center. Staff said design and construction must meet city standards and pass final testing before reimbursement is released; project work is expected to be limited in duration, with staff estimating roughly a 30-day on-street construction window for nearby residents.
On landfill capacity, council members approved awarding the Landfill Block O (cells 3 and 4) construction contract to Hammett Excavation for $3,655,217.45 after staff and the city's consultant recommended rejecting the apparent low bidder for lack of documented landfill experience. The council also selected SCS Engineers to provide professional services for liner construction associated with the landfill project.
All votes on these items were recorded as carried unanimously during the meeting. The council closed its regular business, announced an executive session under Texas Government Code section 551.071 and adjourned after returning with no reportable action.
The meeting included public comment read into the record about uneven travel lanes and missing sidewalks near North Street, which a resident said had caused vehicle damage and creates unsafe conditions for pedestrians and cyclists.
