Woolwich JLUB adopts five variances and subdivision approvals, postpones one hearing and dismisses another

The Woolwich Township Joint Land Use Board on Aug. 1, 2024 adopted five resolutions granting bulk variances and final or amended major subdivision approvals and handled several procedural items before adjourning at about 7:37 p.m.
Juliano moved to adopt multiple resolutions listed on the agenda; Mayor Matthias seconded. The board adopted Res. No. 2024-29 (PB2024-06, David Zizza, 2439 Kings Hwy) granting a bulk variance; Res. No. 2024-30 (PB2024-07, Phil Guinto, 106 Steeplebush) granting a bulk variance; and Res. Nos. 2024-31, 2024-32 and 2024-33 granting amended or final major subdivision approvals for portions of the Summit Ventures Villages developments. The minutes record the roll calls as follows: Res. 2024-29 — Juliano Yes, Mayor Matthias Yes, Maugeri Yes; Res. 2024-30, 2024-31, 2024-32 and 2024-33 — Juliano Yes, Mayor Matthias Yes, Trautz Yes, Maugeri Yes.
The board also approved the minutes of the July 18, 2024 regular meeting on Juliano's motion, seconded by Mayor Matthias. The minutes approval carried with recorded abstentions from Healey, Nocentino and Rushton.
During old business the board continued PB#2023-20 (William Hare, 255 Harrisonville Road) because only four committee members were available to hear the application; the item was rescheduled for Thursday, Sept. 5. The minutes state the applicant will testify by phone and waived any applicable timeframes. Vice Chair Rushton moved to continue the application and Nocentino seconded; the motion carried with abstentions recorded for Mayor Matthias and Trautz.
Under new business PB2024-04 (Scott Wardell, 108 Wexford Dr) — a request for a fence-height bulk variance — was dismissed without prejudice after the applicant did not appear. The board recorded that any rescheduling will require a letter of explanation from the applicant and a new notice to affected property owners.
Chairman Maugeri recused himself at 7:25 p.m.; Vice Chair Rushton presided for the remainder of the meeting. The board then adopted Res. No. 2024-34 to enter executive session to discuss litigation (Oldmans v. Woolwich JLUB). The minutes record the executive session discussion as brief and note no public action resulting from it.
With no further business Vice Chair Rushton moved to adjourn; Juliano seconded and the meeting adjourned at approximately 7:37 p.m. The minutes were filed by Shannon Kilpatrick, Joint Land Use Secretary, and an audio recording is noted as on file.
