Lawson Brown summarized the proposal and explained the city’s practice for voluntary annexations in the West End area: the city may accept an annexation agreement (to be recorded) while deferring provision of general services until annexation triggers occur. "This is a similar West End situation where there is water and sewer, and they would like to be annexed, but fewer than 50% of the West End neighborhood desires to be annexed," Brown said.
Council members discussed utility availability for the parcel. Staff noted the area has sewer and clarified the voluntary-arrangement approach for utilities and services; one council member flagged the difficulty of providing services in donut-hole pockets without a broader infrastructure plan.
A council member moved to accept the petition and annexation agreement and to defer annexation until future action per city policy, with a second; council approved the motion by voice vote.
Staff said recorded annexation agreements will be indexed at the county registry and that utilities would be provided under the terms of the city’s voluntary annexation policy when conditions are met.
