Woolwich Township Committee adopts Community Cat Program ordinance

The Woolwich Township Committee on Aug. 5 voted to adopt Ordinance 2024-15, establishing a Community Cat Program (CCP) for the township.
Mayor Matthias read the ordinance by title and opened a public comment period. Resident Jordan Schlump asked whether the ordinance would impose lot-size limits or restrict construction of outdoor cat shelters; Mayor Matthias replied that the ordinance contains no lot-size specification and that zoning conflicts raised by Schlump were not identified in the committee’s research. Committeeman McGovern noted similar programs in other municipalities did not reveal the shelter/zoning conflict raised during the comment period. Committeeman Frederick said the ordinance had been introduced previously, temporarily set aside for revisions, and then reintroduced after research and edits.
After discussion, Committeeman McGovern moved to adopt the ordinance, seconded by Deputy Mayor Nocentino. The roll call recorded votes in favor by Frederick, McGovern, Minhas, Nocentino and Matthias; the ordinance was adopted.
The committee indicated it is open to further amendments if zoning or implementation questions arise during permitting or enforcement. The public comment record for the meeting shows continued resident interest in TNR (trap–neuter–return) outreach and shelter logistics; a volunteer offered to remain after the meeting to answer additional questions about TNR.
