Highland Village CDC previews FY26–27 capital budget, sets July 28 public hearing

At a July 16 special meeting, the Highland Village Community Development Corporation reviewed updates to the FY26–27 facilities and capital improvement program and directed staff to include supplemental requests in the final budget ahead of a July 28 public hearing. Heather (Presenter), who presented the update, summarized several changes to the packet and five‑year outlook.
Heather said the packet adds one item: lease payments for a work truck the city plans to move from the general fund into the core 4B fund. She also reported that staining for the DoubleTree Ranch Park pavilion has been deferred to fiscal 2028 with an estimated cost of $23,000. Heather estimated FY2027 sales-tax receipts at about $1,830,000 (roughly $30,000 below the prior-year budget) and said FY2026 receipts are about $40,000 short of earlier estimates.
The presentation included supplemental requests: an unchanged pond-diffuser request and a landscape-bed renovation along a city trail. Heather told the board the landscape item is now shown in the slides as $825,000 and that staff reclassified it as a capital improvement rather than a supplies-and-services item. The presentation referenced an earlier figure shown in prior materials; the board did not provide further clarification on the change during the meeting.
Board members asked technical questions about which park elements and trusses are affected by the staining delay, and staff confirmed the work applies to pavilion trusses rather than newly built trellis structures. Members also discussed timing: Heather said the next step is a July 28 public hearing to adopt a budget; the CDC will forward its recommendation to the city council for approval. The board agreed to schedule the July 28 session at 5:30 p.m. to align with council activities.
The CDC did not take a formal budget-adoption vote at the meeting; it agreed to include the presented supplementals and to hold the public hearing on July 28. The council will consider the budget in a subsequent meeting.
