Commission reviews 20‑year annexation map, discusses expanding purple annexation line toward Midway Lane and Provo River

Planning staff presented a draft 20‑year annexation and future land‑use map and walked commissioners through the proposed annexation boundary (the purple dotted line). Staff noted the map includes areas east of Highway 40 and land near the airport and explained that if a parcel is not on the 20‑year annexation map it would not be eligible for annexation under the draft plan.

Commissioners debated whether to simplify or expand the proposed boundary. Suggestions ranged from straightening the annexation line across a section line to extending the boundary north to Midway Lane and east to the Provo River to increase the town’s annexation options. One commissioner proposed drawing the southern boundary to the Cattlemen’s Association’s southern border and then running the annexation across; staff confirmed the annexation line can be adjusted as long as annexed territory is contiguous to the town.

Members also discussed constraints: some parcels are federal or state wildlife management areas that would be unlikely to be annexed, and parts of the map reflect land already annexed into Heber City. Staff clarified mapping conventions: the map’s "developed" layer comes from MAG and treats recorded subdivisions as developed even if a house is not yet built, and the data are a few years old in places.

The commission discussed trail and transportation considerations for southern valley areas, including trailhead negotiations with private landowners and the limited feasibility of fixed bus service in a low‑density, R‑A‑5 context. Staff also noted the Daniel Urban Interface adoption and work with the fire marshal on wildfire‑related restrictions.

No formal annexation vote occurred; the discussion identified preferred boundary adjustments and directed staff to refine the annexation map and bring follow‑up materials for future commission review.
