Solomon council says water-line engineering is 80% complete; bids targeted for fall 2025

According to the update, consultants from CES and representatives from the North Central Regional Planning Commission met last week with Mayor Brandy Gray and city staff. CES estimated the engineering package is about 80% finished; once engineering is complete the city must submit the plans to the Kansas Department of Health and Environment for review, which the city was told can take up to three months.
If KDHE review proceeds on that schedule, staff said bids would likely be advertised in the fall of 2025 with construction to begin in spring 2026. The city previously authorized a project cap of $3.7 million; staff said well houses will be scoped separately and CES will work with Public Works Director Dan Britt to prioritize segments and provide a firm timeline when engineering reaches 100%.
The timeline presented by staff includes an 18-month construction window as an upper estimate. The council received the report for planning purposes; no formal vote on the construction contract or contractor occurred that evening.
