Geneva Rock representative Bill Gammell told the commission that the motion from the prior meeting that used the phrase “all noise” was too open-ended and proposed a numeric noise limit instead: “putting ‘57’ in the CUP would be good enough to mitigate the sound,” he said, and described operational fixes such as driver training, bumpers on buckets and shielding blowers to meet that threshold.
Commissioners debated whether to require a 20-foot masonry wall requested by nearby residents. Gammell said a modeled 20-foot wall would reduce the noise by an estimated 1 dB, a change he described as marginal. Commissioner Heber Taylor and others said a numeric limit would be more enforceable than vague phrasing and that Geneva Rock had been responsive to prior requests. Planner Eric Bunker noted neighbors had requested the tall wall and suggested commission oversight for how mitigation measures were implemented; Chair Weight and others questioned the visual impact and practicability of a 20-foot wall.
Commissioner T.J. McGeean moved to approve the CUP, Commissioner Taylor seconded, and the motion passed 5–0 (McGeean, Long, Taylor, Jones, Skinner voting yes). The commission recorded no conditions requiring an annual CUP review in the motion after discussion; Bunker had proposed an annual review but the commission indicated it had no adopted code to guide such a review.
The permit requires Geneva Rock to meet the 57 dB maximum as presented at the meeting; company representatives said they would proceed with construction and address any issues that arise. The commission’s action concludes the town-level approval for the CUP; any specified enforcement actions would follow existing town code.
