Committee approves multiple land-donation resolutions, backs bikeway engineering work; walking-trail grant vote fails

At its Sept. 16 meeting the Woolwich Township Committee approved a series of resolutions transferring small township parcels to adjacent property owners and took action on two engineering quotes tied to grant-funded trail work.
Consent agenda: the committee moved to adopt a consent agenda for resolutions R-2024-229 through R-2024-254 but removed R-2024-229 and R-2024-230 for separate discussion. Resolutions R-2024-231 through R-2024-254 were adopted; roll call recorded Committeeman Frederick voting yes but abstaining on R-2024-244, with McGovern, Minhas and Matthias voting yes.
Land donations: the adopted consent resolutions included multiple authorizations to donate small parcels to adjacent homeowners (examples listed on the agenda: 207–225 Windsor Drive, 237 Windsor Drive, 325–331 Wellington Way and others). The resolutions transfer township-owned parcels identified by block and lot to the adjoining owners; specifics were presented in the consent list.
Bikeway engineering: R-2024-229 authorized a quote from Remington and Vernick for engineering, bidding and construction management tied to the FY2023 NJDOT Bikeway Grant for High Hill Trail (Phase 3). Committeeman Frederick asked where the path ends and Engineer Sam Boonstra provided the location details; the resolution passed 4–0.
Walking-trail engineering: R-2024-230 would have authorized Remington and Vernick for design work on a FY2024 Local Recreation Improvement Grant for Center Square Road walking-trail rehabilitation. Committeeman Frederick questioned the start and end points and expressed concern about rehabilitating most of the trail given cost; the motion failed on a 2–2 vote (Frederick NO, Minhas NO, McGovern YES, Matthias YES) and therefore was not adopted.
Other consent items included maintenance-bond acceptances and releases, tax-collector administrative items, endorsement of a statement of consent for Kingsway Estates, police department elevation updates and escrow-account closures.
Separately, the committee adopted R-2024-255 to enter executive session for contractual matters related to a PILOT (Ferber) and potential litigation; the committee returned and approved minutes and bills before adjourning.
