Berrien County commissioners pledge aid as Warren Woods culvert fails, bridge inspections raise repair needs

A county road-department representative told the board the culvert on Warren Woods Road had deteriorated to the point that the route was impassable and would require replacement. Commissioners were also told a bridge on Lakeside Road failed inspection after Michigan Department of Transportation (MDOT) assumed statewide bridge inspections.
“Mark informed us that MDOT has taken over all bridge inspections in the state,” a commissioner reported during committee remarks, adding that the county must still address repair needs even though MDOT conducts the inspections. The speaker noted that MDOT’s inspections relieve the county of inspection engineering costs but do not remove the expense of repairs.
Board members asked whether state bridge-replacement funds or the critical-bridge fund could be used; committee members said those options appeared limited for the Warren Woods culvert. “Mark did not indicate that there was any other funds other than road department funds to fix that,” a commissioner said.
Commissioners discussed whether the county should advance funds in anticipation of a drain assessment so emergency repairs could proceed before assessments are finalized. One commissioner said the board should first consult the drain commissioner to determine jurisdiction and the proper funding pathway; another urged corporate counsel and the administrator to facilitate the conversation and to come back with a plan. The board agreed to support staff efforts to coordinate repairs and to assist where legally permissible.
County staff and committee members also raised the possibility of temporary culverts used in past emergencies but reported that no temporary fix had been recommended for Warren Woods; the road department indicated the culvert condition requires replacement rather than a short-term patch.
The discussion concluded with a directive for the county administrator and corporate counsel to work with the road department and drain commission to identify immediate steps and possible funding approaches so the route could be reopened quickly.
The board did not approve emergency funding during the meeting; commissioners asked staff to return with options and legal clarifications at a future meeting.
