Smith Center council approves pool hires, accepts cleaning contract and moves to proceed with water loan review

The Smith Center City Council on April 13 approved hiring seasonal staff for the public pool, accepted a cleaning-services contract for several city properties and authorized moving forward with a review of a Kansas Public Water Supply loan.
Councilmembers voted to hire Donna Favinger as pool manager and Danica Favinger as assistant manager and lifeguard; Turner Rentschler, Kacee Herredsberg, Jade LaDow, Kayden Deetlefs, Breanna Drullinger, Cooper Wiehl and Saide LaDow were approved as lifeguards. The council also approved Ashley Breshears as a lifeguard and/or concession manager if she chooses. The motion to hire was made by Don Wick and seconded by Ty Wallgren and carried.
The council accepted a cleaning bid from Lacey Teselle to provide 10 hours of cleaning per week at $300 per week (listed as $1,200 per month) for several city-owned properties, including the golf clubhouse, airport, roadside park bathrooms, old mill, park bathrooms and the firehouse. Tracy Kingsbury moved to accept the bid with a five-month probationary period; Don Wick seconded the motion and it carried.
On a separate motion, after a KDHE audit review prepared by Ranson Financial related to the city’s application for the Kansas Public Water Supply Loan, Councilmember Tracy Kingsbury moved and Don Wick seconded to proceed with the loan agreement process. The motion carried. The council record provided no roll-call tallies for these motions.
During the meeting the council also approved the previous meeting’s minutes and vouchers; those motions were moved by Don Wick and Everett Mansholt with seconds recorded in the minutes.
Following a five-minute executive session on recreation personnel, the council appointed Joe Stansbury as field director for the upcoming year; Ty Wallgren moved the appointment, Don Wick seconded and the motion carried. Mayor Bryce Wiehl reopened the meeting after executive sessions and stated no action was taken during the sessions.
The council adjourned at 7:23 p.m. and did not set an immediate special session to act further on the loan or contracts. Future council meetings will include follow-up reports and any formal contract documents required for implementation.
