Wolf Creek cleanup receives too few bids; only late high bid received, county to seek alternatives

St. Clair County’s planned Wolf Creek cleanup drew only one usable quote and that bid was far higher than county estimates, county engineering staff reported April 28.
County Engineer Dan Dahlke said contractors invited to bid provided only a single late submission from DRC Emergency Services at $2.2 million, while the engineer’s earlier estimate had been about $211,000. Dahlke said the bid included terms and restrictions (for example, operational limitations in the creek) that made it difficult to recommend acceptance.
Commissioners discussed options including rejecting the late/high bid, reopening bidding, adjusting the scope to allow county crews to complete some work, or seeking alternate contractors. Staff were directed to continue outreach to contractors who attended the pre-bid meeting and to explore whether a change in the agreement would allow the county to use in-house crews.
No single contractor was approved; the commission recorded the project as under further review and authorized staff to pursue alternatives to resolve the discrepancy between bids and the project estimate.
