St. George council adds $1,250 for SPCA, rescinds Merx tender motion and hires short-term IT contractor

The Town of St. George council met Oct. 10, 2024, in council chambers and approved several routine and governance items, including an additional $1,250 for the Southwest Coast SPCA, the rescission of an earlier motion to register with the Merx tendering service, and a short-term IT contract.
Mayor Conrad White called the meeting to order at 6:00 p.m. and the council adopted the agenda and the Sept. 12 minutes. Town Manager Danny Conway reported updates on capital projects and administrative matters, including that five of nine vacant-land files have been resolved and that federal approval is still pending for Municipal Capital Works change orders on a water lateral project.
The council heard a report from the Southwest Coast SPCA on a local stray and feral cat situation and voted under Motion #86/24 to add $1,250 to animal-control funding to replenish the previously provided grant. Councillor Jean Legge moved the SPCA funding motion, which passed with the full council present.
Council approved the same donation level to the Warm Coats for Kids program under Motion #87/24. Under Motion #88/24 the council approved six General Repair Permits (1598–1603). The council also approved payables totaling $29,927.93 under Motion #89/24.
On procurement, the council discussed the town's posting of tenders and the Merx tendering program. After discussion, council voted to rescind Motion #67/24 (which had directed registration with Merx and the reissue of a tender). Motion #90/24 to rescind #67/24 passed; the minutes record that Mayor White had opposed the original action when it was taken.
Council approved Motion #91/24 to contract with an IT contractor identified as Kathy at a rate of $125 per hour for up to 20 hours; the council required an itemized list of services delivered. Committee reports were presented: finance and stadium/recreation financial reports were up to date, and the fire department reported eight calls (four fire, three medical, one motor-vehicle accident).
During round table, Councillor William Vincent said he had been approached by a resident, Mark Bennett, about a paving issue; the council noted the concern for follow-up. The council confirmed the next regular meeting for Nov. 14, 2024, and adjourned under Motion #92/24.
The meeting record lists Town Manager Danny Conway and Town Clerk Mary Spicer among staff in attendance. Several items remain noted as ongoing, including the Crown-land application for Atlas Salt, outstanding tax collections and policy work on service termination, and federal review of water-lateral change orders.
