St. George's council approves tender, permits and payables; records ongoing infrastructure work

St. George's council met on Sept. 12 and approved a series of routine but consequential municipal measures, including a tender award, permit approvals and payment of outstanding invoices.

The meeting opened at 6 p.m. with Mayor Conrad White in attendance. Council moved and passed Motion #78/24 to accept a tender from On Grade Construction for the project described in the tender package. Council later approved General Repair Permits 1581–1597 by Motion #80/24 and authorized payables totaling $16,930.57 under Motion #81/24.

The motions were moved and seconded as recorded in the minutes: Motion #78/24 (Legge/O'Neill-Parsons) to accept the On Grade Construction bid; Motion #80/24 (O'Neill-Parsons/Legge) to approve permits; Motion #81/24 (Vincent/Blanchard) to approve payables. Each motion was recorded as passed in the minutes.

Mayor White and Town Manager Danny Conway briefed council on ongoing infrastructure matters. Conway reported the Water Lateral Project is awaiting federal Municipal Capital Works approval on requested change orders before work proceeds and that CIP funding for purging and airlift wells is pending after provincial questions prompted a request for more information. Conway also said asphalt repairs are nearly complete with two spots outstanding and that brush clearing on Brakes Road has begun and will require further upgrading.

Council discussed procurement procedures after a tender received only a single bid; the bid was opened and prices noted, and councillors agreed to register the town with MERX for future procurement. The minutes record a procedural exchange about rescinding motions and the appropriate process under Robert's Rules.

The meeting closed after council dealt with a set of administrative items and scheduled the next meeting for Oct. 10, 2024.
