Spring Hill council appoints James Savage, adopts two municipal ordinances and approves multiple project contracts

The Spring Hill City Council on Jan. 22 appointed James Savage to fill a council seat vacated when the mayor’s former seat was vacated and adopted two ordinances updating the municipal code.
Mayor Young nominated James Savage to the unexpired seat, with a roll-call vote recorded in the minutes that carried the appointment. The newly appointed councilmember will serve through the second Monday in January 2028.
The council unanimously adopted Ordinance No. 2026-01, updating Chapter XIII, Section 13-101 of the Spring Hill Municipal Code governing sewer rules and regulations, and Ordinance No. 2026-02, adopting Chapter XVIII, Section 18.101, the city’s first-edition uniform technical specifications and design criteria for public improvement projects. Both ordinances were approved on motions by Council President Phillip Thron; the minutes record a roll-call approval of 5-0-0 for each.
Councillors also approved a consent agenda that included the Jan. 12 meeting minutes; Appropriation Order No. 2026-01-22; a sales agreement with Splashtacular, Inc. for restoration and repair of two slide structures at the Spring Hill Aquatic Center; acceptance of a permanent sanitary sewer line easement for Hecke’s First Addition (Aruba Homes, Inc.); and acquisition of a new police K9. Motions for these items carried unanimously.
The council approved multiple engineering task orders related to upcoming projects: Task Order #3 with Kaw Valley Engineering for construction materials testing on 199th Street improvements, and Task Order #11 with Lamp Rynearson for survey services on the Sidewalk Improvements project. The council also adopted the conceptual plan for the 223rd Street Webster/Harrison and Victory intersection. All were approved by recorded motions and carried without opposition.
Two executive sessions followed later in the meeting—one for legal advice on contract negotiations and one for preliminary real property acquisition discussions. The minutes state the council reconvened after each session with no votes taken and no action anticipated.
