Planning Commission approves Ozark Ready-Mix permit despite truck-safety opposition

The Spring Hill Planning Commission recommended approval of a conditional use permit and site plan for Ozark Ready-Mix on Jan. 15, 2026, approving the application with a condition that city staff conduct an annual review and provide a written report to the commission.
City Engineer Alysen Abel told commissioners that heavy trucks are permitted on public roadways and that, based on the projected number of daily trips, the city’s traffic engineer determined a traffic study was not required. City Planner Ian Trefren presented the staff report and answered procedural questions.
Applicants Neil Jackson and Mark Bruer responded to commissioner and public concerns about truck routing and impacts. Three nearby residents — Kat Knaebel of 18154 S. Sunset (Johnson County), Andy Lundberg of 18222 S. Brentwood Dr. (Olathe) and Patrick Splichal of 18255 S. Brentwood Dr. (Olathe) — spoke during public comment to raise worries about traffic safety, dust, lighting and noise. The applicants addressed those concerns during the hearing.
After deliberations, Commissioner Troy Mitchell moved and Commissioner Kendra Crevier seconded the recommendation to approve CU-25-3 with the annual-review condition. The motion passed on a voice vote, 4-1, with Commissioner Cindy Squire voting nay; Squire explained her opposition was rooted in her ongoing concern about traffic safety on nearby roadways.
The commission’s recommendation will go to the Spring Hill governing body for final action. The permit approval included no traffic-routing restrictions in the commission’s recommendation; commissioners noted that portions of the affected roadway are under county jurisdiction, limiting the city’s ability to unilaterally ban truck traffic on certain segments. The record shows the city will monitor the use annually as a condition of the recommendation.
The commission heard the Ozark Ready-Mix plat and preliminary-plat applications earlier in the meeting; both plats were recommended for approval separately and will proceed to the governing body for final action.
