Spring Hill City Council swears in Mayor Chad Young, elects Phillip Thron as council president and approves financial depositories

In the qualification and seating portion of the meeting, the City Clerk administered the Oath of Office to Mayor-elect Chad Young and to councilmembers-elect Mike Grant, Phillip Thron and Ivan Delgado. The minutes state the newly sworn officials signed the Oath and took their seats at the dais.
Councilmember Phillip Thron nominated himself for Council President; Councilmember Mike Grant seconded the nomination. The minutes record the motion carried unanimously, and Thron was elected Council President.
The council considered Resolution No. 2025-R-01, "Designating Financial Depositories of the City of Spring Hill, Kansas; Directing and Authorizing the Mayor to Execute Authorizations with said Designated Depositories Identifying Authorized City Officers and Signatories for the City Accounts held by the Designated Depositories." Councilmember Thron moved to approve the resolution, Councilmember Ivan Delgado seconded, and the minutes indicate the motion carried unanimously. The record does not list roll-call vote tallies.
A motion by Councilmember Ivan Delgado, seconded by Councilmember Mike Grant, adjourned the meeting; the minutes show the motion carried unanimously and the meeting adjourned at 7:21 p.m. The council then held a reception in Room 401 to honor outgoing members and welcome the newly elected officials; the minutes note no official business occurred during the reception. The minutes were later marked approved by the Governing Body on Jan. 22, 2026.
