Precast manufacturer cites 2023 storm-shelter code change; district expects only minimal loss of instructional space

Maureen, a district presenter, told the board the district issued a proposal request to the precast subcontractor after the manufacturer requested thicker precast walls so the storm-shelter portions of the high- and middle-school additions would meet current wind-load rules.
She said the change stems from the ICC 500 code update (2023 edition), which increased required wind loads for rated storm shelters and led the manufacturer to require 12-inch overall thickness rather than the older 10-inch panels. The district team said the construction detail effectively becomes a sandwich of 5 inches of concrete, 2 inches of insulation and 5 inches of concrete. Maureen said the structural team worked with the vendor to minimize effects on classrooms and egress.
On the high school, staff said they adjusted CMU sizes and accepted a total loss of roughly 8 square feet across the ag lab and industrial tech areas after shifting some openings and wall locations. At the middle school, designers shifted a shaft wall closer to the existing exterior and reduced some window opening sizes; staff said those changes do not reduce instructional space there.
Board members asked whether the change arose from state regulations or vendor constraints. Maureen said it was driven by the ICC 500 (2023) code change; she noted the code adoption timing meant Tiffin accepted the change partway through the project's design and said different precast manufacturers vary in what they can provide. She told the board the district expects to receive formal PR responses (costs, scope revisions, schedule impacts) around mid next week.
Staff also told the board they reviewed roof framing and egress with structural consultants; Maureen said the roof design did not require structural changes for the thicker precast tees and that their review confirmed acceptable calculations. When asked, staff said they do not anticipate large additional costs from the code change but that final costs depend on the PR responses yet to arrive.
Next steps: staff will share the contractor's PR response when it arrives and return to the board with any changes that materially affect the budget, instructional space, or schedule.
