Otis Planning Board defers seasonal community designation, asks BRPC for materials; staff notes consolidated clean-energy application process

At its June 8, 2026 meeting the Town of Otis Planning Board deferred further action on a potential seasonal community designation and asked staff to request documentation from the Berkshire Regional Planning Commission (BRPC) for the board's review.
Planning Board member John Fletcher said he preferred to resume the seasonal designation discussion when additional board members are present so everyone can participate; no motion was taken on that item. The board directed staff to contact BRPC for any relevant materials that would inform future deliberations.
Separately, staff updated the board on a change to the town's clean-energy project application process: going forward, projects will require a single consolidated application that all affected boards will review together rather than separate applications to each board. Board members agreed the town's application and review procedures will need to be revised to reflect that consolidated process.
Members also discussed the Master Plan Steering Committee and nominated John Fletcher and Hal Kobrin as the board's representatives; the nominations passed unanimously. The board asked staff to circulate the current master plan, guidelines for creating a master plan and the BRPC proposal to ensure all members can review materials before substantive steering-committee work.
The meeting included a brief note that Otis Community Day will feature a Planning Board revitalization table. The board adjourned at 7:50 PM.
No timelines or deadlines for the seasonal designation decision were set in the minutes beyond the request to obtain BRPC materials for review.
