The Town of Otis Planning Board voted on May 11, 2026 to change its leadership and commit two representatives to the town master plan steering committee.
Ross Knowles moved to make Hal Kobrin chair of the Planning Board effective May 12; Gordon Middleton seconded and the motion passed unanimously. Hal Kobrin accepted the additional time commitment and said he has prior experience leading master plan work.
Mark Anthony told the board the Planning Board holds responsibility for creating the master plan and that the town has a contract with BRPC to support the process. The Select Board was finalizing steering-committee membership and the Planning Board needed to name two members from its panel.
The board then voted to recommend that Hal Kobrin and John Fletcher serve as the Planning Board representatives on the master plan steering committee; Mark Anthony moved the recommendation, Gordon Middleton seconded and the motion passed unanimously.
Board members noted the master plan process will require additional time and participation from the appointed representatives and that the town will need to coordinate appointments across other boards to fill the steering committee.
Next steps: the Select Board will finalize steering-committee membership in coordination with the Planning Board; Hal Kobrin and John Fletcher were recommended as the Planning Board's representatives and will assume steering-committee duties once confirmed.
