Council tables request to install 24-hour Test-and-Go health kiosk while attorney reviews liability

The council tabled a request from Northeast Nebraska Public Health to install a 24-hour, bilingual Test-and-Go health kiosk dispensing health and harm-reduction products so the City Attorney can review liability concerns and site requirements.
The Northeast Nebraska Public Health Department asked the council for permission to install a Test-and-Go health kiosk north of the Fire Hall. Economic Development Director Megan Weaver said the kiosk would be bilingual, ADA-compliant, weatherproof, HIPAA-compliant and internet-connected; locations with required privacy, lighting and electrical access are limited in Wakefield. Because the kiosk would dispense medication, council members and City Attorney Luke Henderson raised concerns about potential City liability and asked for more time for legal review.
Council members agreed to table the request until the next meeting to allow the City Attorney to assess liability exposures and any regulatory constraints. Weaver cited positive results for the program in other communities, including Wayne; no final site or approval was determined at the Dec. 10 meeting.
The item will return to a future agenda after attorney review and any additional information on siting and liability protections is provided.
