Wakefield council raises bidding threshold, approves ROW agreement and equipment purchase

The Wakefield City Council on Jan. 14 unanimously approved Ordinance 1-2026, which raises the city’s bidding threshold from $7,500 to $30,000. Council Member Geiser moved to waive three readings and then moved for final passage; each motion passed with votes recorded as Brenn: aye, Dolen: aye, Geiser: aye, Hansen: aye.
The council also approved multiple administrative matters in the meeting’s regular business. By unanimous votes the council approved a corrective deed for a property involving Stan McAfee at the request of First Title & Escrow, and approved a non‑exclusive public right‑of‑way license agreement with Allo as the city transitions to a master ROW arrangement. Clerk/Treasurer Pam Vander Veen reported a Certificate of Deposit maturing Jan. 16 with a balance of $1,047,283.91; after brief discussion the council reached consensus to keep the CD at BankFirst in Wakefield.
Using leftover State Revolving Fund (SRF) monies from the Water Treatment Plant project, the council accepted a bid from MH Equipment for a 2016 450AJ articulating boom lift at an approximate cost of $36,000; Administrator Mogus confirmed SRF funds would cover the purchase. Council Member Geiser moved to accept the bid; Council Member Dolen seconded and the motion carried.
The meeting also included a motion to enter executive session at 6:16 p.m. to consider a possible land purchase; the council limited attendance for that session to council members, the mayor, the city administrator, Preston Koehler (associate to the city attorney), and Megan Weaver. The council returned to open session at 6:39 p.m.
A brief special meeting was scheduled for Jan. 21, 2026, at 4:30 p.m. at City Hall to award the bid for the softball grandstand rebuild project. The council adjourned at 6:39 p.m.
