Cozad board approves 2025–26 budgets, adopts tax request and updates signature cards

The Cozad Community Schools Board of Education unanimously approved the district’s 2025–26 fund budgets, adopted a tax request for the coming year and authorized changes to bank signature cards during its meeting on Sept. 24, 2025.
Board members voted 5–0 to approve the General Fund, Bond Fund, Depreciation Fund, Employee Benefit Fund, Activities Fund, School Nutrition Fund, Special Building Fund and Qualified Capital Purpose Undertaking Fund budgets for the 2025–26 school year and authorized Superintendent Dan Endorf to implement the budgets.
The action followed review of the budgets and a special hearing on the district’s tax request. Board Member Michele Starman moved the budget motion, Will Geiger seconded it, and the motion carried on a recorded vote: Joel Carlson — Yea; Will Geiger — Yea; Kiley Goff — Yea; Stacey Mundell — Yea; Michele Starman — Yea.
At the same meeting the board passed Resolution #1 to set the district’s tax request for 2025–26. The board approved a tax asking of $9,904,041.00 for the General Fund, $1,919,192.00 for the Bond Fund, $398,990.00 for the Building Fund and $282,828.00 for the Qualified Capital Purpose Undertaking Fund. Michele Starman moved the resolution and Stacey Mundell seconded; the motion carried 5–0. Board President Kiley Goff read the resolution and instructed that the certified copy be forwarded to the Dawson County Clerk on or before Oct. 15, 2025.
Separately, the board voted to modify authorized signers on the district’s signature cards. The motion, made by Stacey Mundell and seconded by Michele Starman, passed 5–0. Superintendent Dan Endorf explained the change was needed because administrative assistants and other personnel have taken on altered duties that require signature authority.
Dr. Endorf and Board Member Michele Starman reported they had attended a joint public hearing and shared the materials they presented there. Board President Kiley Goff said she appreciated the transparency presented to the public.
The board set upcoming dates: Labor Relations sessions on Oct. 1–2 and the regular October board meeting for Oct. 13; Goff, Geiger and Starman said they would attend Labor Relations. The board adjourned at 7:22 p.m.
