Commission deems Tom Fair self-storage application complete; encroachment and landscaping issues to be resolved at sketch stage

The Charles Town Planning Commission on May 27 voted to deem the Tom Fair Self Storage application (SLD-2025-05) complete so the project can proceed to a sketch-plan public hearing next month.
Staff said the 4.17-acre site’s zoning history includes prior annexation and rezoning steps and that the Board of Zoning Appeals granted the special-use permit on May 20 subject to three conditions: exterior structures painted to blend with landscaping, a minimum 20-foot evergreen buffer adjacent to residential uses plus a minimum 6-foot fence, and substantial conformance with the approved sketch plan.
Martin Berg, the applicant’s engineer with Civil & Environmental Consultants, said the applicant is working with an adjacent property owner to resolve a shed encroachment and expects to propose landscaping/buffering solutions at the sketch-plan stage. "We'll have to share landscaping details," Berg said; staff confirmed those details will be reviewed at the next public hearing.
A motion to deem the application complete passed by voice vote; the commission will review engineered site details and buffering at the sketch-plan stage.
