Commissioners debated whether to recommend general commercial or defer to urban reserve rules. One commissioner observed that a direct general-commercial recommendation would save a step because surrounding parcels are already commercial. The commission revised its motion and voted to recommend annexation with a general-commercial classification. The recommendation will be forwarded to city council for final action and any rezoning required by the council.
