Commission approves Vinton (Vinton Hayes) 595-unit sketch plan with sidewalk and tree-buffer conditions

The Charles Town Planning Commission voted May 27 to approve the sketch plan for the Vinton (Vinton Hayes) development, a roughly 180-acre proposal that calls for 595 residential units (289 single-family detached homes and 306 townhomes) and about 18.1 acres of commercial land.
Staff summarized the sketch plan and recommended approval subject to two conditions: installation of a minimum 5-foot sidewalk along Augustine Avenue and retention of the existing tree line along Vinton Lane as a screening buffer, with identical-species replacement for any removed trees. Staff also noted the applicant provided required open-space and commercial percentages and that the net buildable area is 128 acres after excluding roads, easements and flood-prone areas.
Jim Perry, vice president and principal with Elm Street Development, said the applicant accepts the two conditions and confirmed most townhomes will provide on-lot parking (garage and driveway), with a 28-space lot set aside for visitors. A commissioner added a third condition requiring Phase 5 townhomes to meet the 200-foot parking-location requirement.
A motion to approve the sketch plan with those conditions passed by voice vote. The sketch-plan approval advances the project to the preliminary-plan stage, where the commission will review engineered details, sidewalks, buffering, lighting and building footprints at a subsequent public hearing.
